Vince is right: you should not stop NS/3000 while the listener is still
running. It ooks like you stopped NS/3000 for the daily backup (without
stopping the listener). We faced it a couple of years ago. So we automated
the following process:
stop SQLNET listener
stop NS/3000
backup
start NS/3000
start SQLNET listener
No more of this problem !

It is easy to get into this situation, usually caused by NETCONTROL STOP
being issued, whilst the listener is still running.
