As Mario pointed out, this was a network printing issue and the following is the email I got from the response center concerning the patch, etc.

The SA725 during startup after a previous 'abnormal termination' is a
bug reported in SR 5003-437582, and fixed in network transport patch
NSTFD82.  This patch was never a general release patch, and fixes from
this patch have been incorporated into general release patch NSTFDD8.
The SA725 can usually be avoided if the network is being brought up in
SYSSTART by doing START NORECOVERY NOSYSSTART.  After the system is up,
execute the SYSSTART commands manually and bring the network up.

There are two patch dependencies for NSTFDD8:  MPEJXN9 and MPEKX06.
I verified that these are present.  I also verified that PTDEDU6 is
installed, which completes a fix to JINETD.  I will send the NSTFDD8
patch out today.
