This one takes me back. The cause is that all the XLs referenced have to be
in order of increasing capabilities. That is to say that XL2 cannot have
less capabilities (PM or such) than it's predecesor XL1 has.

This can be confusing when searhing across accounts for external routines.

This is from a foggy end of day memory, so I hope it's accurate.
