I'm new to this discussion ... but the above looks like an incorrect attempt
to move a file from the 3000 to a PC.  The ";REC=-300,1,F,ASCII" is something
that would have an effect only when moving a file *to* an HP 3000.
Even then, the ";REC" would be silently ignored (bug/flaw in FTP)
because of the blank between the file name and the semicolon.
