I'm guessing that you probably have a capabilities problem (most likely PH).

The POSIX shell is unfortunately vague when programs fail to run.  No matter
what the cause, it seems like you always get that generic 517/48 error.

To learn the real reason for the failure, try running the affected programs
directly from the CI prompt, i.e.:

:run gzip.pub.freeware
:run tar.pub.freeware

You should get a MUCH more informative error message that way.
