The original poem is called "A Grandchild's Guide to Using Grandpa's Computer"
by Gene Ziegler (who, of course, holds the copyright). As he writes at

Unfortunately, the internet being what it is, some scoundrel whose editing
skills exceeded his or her ethical standards edited the poem, reduced it by
half, removed the authors name, and recirculated it under the title "If Dr.
Seuss were a Technical Writer", attributed to the ever prolific "Anonymous."
Dr. Zseuss, the real Dr. Seuss impersonator, responded with Hang the
Information Highwayman! which is sadly yet unpublished.
It's well worth dropping by the site to read both poems and the story.
Bob, no disrespect meant whatsoever. You had no reason to know (though in this
case, a search for the original isn't a long one). If you can reconstruct
those to whom you have sent this, though, I'd recommend sending them also a
quick explanation and the URL above.
