Is this really a Transact issue? From the description, any program
(Transact, COBOL, FORTRAN, C, whatever) that encountered a run-time
error while in VPLUS block mode would do something similar to display
the character-mode termination message. Though I guess not all of them
would provide the "Exit/Restart?" option.
