The CREATE will create the needed user/group/account structure as the reload
progresses for the files on the tape. It will not add passwords and other than
default capabilities and accesses. You should always use BULDACCT just prior to
the backup to build the jobs needed to restore these settings. To plug a
security hole: purge the BULDJOB1 and BULDJOB2 files after backup.
