I'm on leave, but forwarded your email to the appropriate Navy
representatives and just received a commitment to request and install the
gateway patch (they are already a beta site for the traceroute).  It turns
out that they were not aware of the availablity of most of the patches you
listed, and especially the gateway patch!

Fixing the gateway problem will allow them to eliminate batch jobs around
the world that run every 10 or 15 minutes to make sure the gateways are up.
