My .02$US ....

Due to the exceptional growth in population and the
exponential advances in technology, I would surmise
that this has, and will continue to be, an ongoing
issue, worldwide. I think that assigning perhaps a
9 -> nn digit string to an individual, regardless of
geographical location would aleviate many of the
problems faced now, and in the future.

No new numbers would need to be assigned when
initiating telephone service.  When a person moves,
their unique 9-11 digit number would move with them.
And so on...
