The character class is invalid.  It reads:
   . name starts with "1"
   . followed by a "7" through "2"
   . ending in a "1".

I don't know how, using CI wildcarding, to select names
of "17" through "21".  "/[12][78901]" does not work since
"29" would be allowed.
