I believe DCE High was designed for connections to a data switch, not a
modem. PBX/data switchs turn around lines much faster than the typical
modem. My advise is to also be sure to use high quality cabling, as short
as practical, with good (same?) grounding on both the DTC and the modem.
I believe the DTC documentation (or someother HP document from around
1991) had a good explanation of the details of the DCE High behavior and
when it would be needed.
