AFAIK, it is not possible to order an HP3000 system without at least
TurboIMAGE.

Option 900, MPE/iX only, does indeed include TurboIMAGE - but not IMAGE/SQL.

The actual proof of that is in the pudding of the MPE/iX FOS tape.

All optional HP software is delivered on a SUBSYS or EXPRESS tape.

There is currently only one version of the FOS tape - and it includes
TurboIMAGE - as well as other software such as ThinLan Link, TELNET, FTP,
VPLUS, KSAM, etc.

Thee was a brief period of time when there WAS a distinction between a FOS
that included TurboIMAGE and one that didn't.

It turned out that it caused HP no end to problems, and, presumeably, an
unannounced decision was made to include TurboIMAGE on the one FOS tape
distributed to all HP3000's.

Surely someone from HP will correct me if I'm wrong.
