I'm not sure, but I don't think that you have do $WITHCAPS to a link.  You
have to use it with the file itself.

        I have an item in a Security/3000 menu file that says:

         WITHCAPS "AM", UT402PRN.COMMAND.ROCHE

        I also have the appropriate entry in the STREAMX.DATA.VESOFT that
says:

        ?WITHCAPS-PERMIT @.ROCHE  UT402PRN.COMMAND.ROCHE  "AM"

        Since it is a link to a file in an account called "LCSP", I made
doubly sure it was accessible by adding another line to STREAMX.DATA.VESOFT
that says:

        ?WITHCAPS-PERMIT @.ROCHE  UT402PRN.COMMAND.LCSP   "AM"

        (This is because I'm not sure if it's the file or the link that
needs ?WITHCAPS authorized, so I authorized both.)

        What I get when I run this menu is:

        Executing WITHCAPS "AM", UT402PRN.COMMAND.ROCHE-
        Error: This file is not permitted to do this WITHCAPS command.

        I called technical support at VESOFT told me to RTManual and RTFaq,
but I can't see what I'm doing wrong here.
