As has been speculated by several people already on this list, Adager does
not unload and reload a DETAIL dataset to DECREASE the capacity.

Since there are so many permutations and combinations let me try to describe
them all here:

When Adager DECREASES the size of a DETAIL dataset using the Capacity Change
function it can only lower the capacity to the HighWaterMark and it does
this operation very quickly on both Classic and Spectrum HP3000s.  If the
user wishes to lower the capacity below the HighWaterMark then they must use
the Repack Dataset (Detpack) command which WILL unload and reload all of the
entries in order to lower the HighWaterMark to equal the number of entries
in the dataset.

When Adager INCREASES the size of a DETAIL dataset using the Capacity Change
function it merely allocates more file space to the dataset and adjusts the
EOF and FLIMIT of the dataset appropriately.  This assumes that the user is
on MPE/iX 5.0 or higher of the operating system  If a user is on anything
less than MPE/iX 5.0 (including Classic HP3000s), Adager must build a new
file with the correct capacity and move the data from the old dataset to the
new dataset but it does so much quicker than a traditional unload/reload

When Adager is INCREASING or DECREASING the size of a MASTER dataset it must
ALWAYS unload and reload the data because where an entry is located within a
master dataset is directly related to its key value and the dataset's capacity.

It is very important to make sure you are being very clear whether you are
talking about Detail datasets or Master datasets and whether you are talking
about Increasing the size or Decreasing the size.
