See the SUPACCT.PUB.SYS job that is streamed during install or update.

By the way, it is highly advisable to run some kind of command file
that detects accounts and/or users without passwords and assigns some
random ones to them, if desired. I bet -ahem- suspect that something
in this regard is available in Tim Ericson's excellent collection of
MPE/iX Command Files and UDCs ;-)
