Within the past 24 hours this system has apparently locked
up while processing.  The symptom is that users cannot
complete the login process.  The system prompt displays on
<CR> and the hello routine dialogue completes properly, but
after the entry of the user password then that station becomes
non responsive.  The same problem is evidenced on serial and
network terminals, including the system console!

A <CRTL A> shutdown seems to halt at the shutting down of
jobs and processes so that a <CTRL B> RS is required to
return the system to service.  On reboot with recovery, the
system "loses" IOCONFIG changes that were made in late
February and returns to a state current in last August.  When
we apply these IOCONFIG changes they CANNOT be written
to BOOTUP.SYS because of a security violation as
reproduced below.
