A brief discussion here in the office lead to this interesting
question -
100% hypothetical.

   "Say HP decided that they wanted to get enhancement requests from
   the HP 3000 community, but that they decided that they needed
some
   way to separate serious requests from heat-of-the moment,
knee-jerk
   gripes.  As a result, they set up a 1-900 number you could call,
   but the price would be steep, and you would have to bill the call
   to your home phone, not to your business.  The question then
becomes:

   "If HP set up a 1-900 number, say "1-900-3K-Reqst" where you
could
   call in your enhancement request, or vote on an enhancement
request
   ballot, and if each call cost you, personally, $195, would you
call?"
