Let me expand a bit on Mark's answer.  DNS (bind) can be run in cache only
mode, so that it isn't a primary or secondary (authoritative) server, it
simply caches locally the recently answered queries - speeds up a lot of
applications that do a lot of DNS lookups.  This is very simple to set up and
can be done independently of any other DNS administration on other machines
at a site.
