While I am not 100% sure, it is my impression that every customer can submit
enhancement requests for MPE/iX or other related HP products, regardless of
having a phone-in support contract with their HP Response Center or not. The
lack of phone-in support would only result in a submitter not being able to
get help from the RC in discussing workarounds, alternate solutions and the
like. But submitting a request (ideally in cut&paste-able form) should be ok.

I am sure people will correct me, if the above impression is wrong.

There have been various suggestions and discussions of ideas for MPE/iX or
subsystem enhancements here on HP3000-L in the past. You might want to make
sure that such enhancements are also submitted to HP so they get into the
"offical" workflow (ie get entered into the Service Request Tracking And
Reporting System and assigned a reference number) to make sure they reach
the respective lab team and don't get lost. While a lot of CSY lab engineers
or teams seem to be lurking HP3000-L, you should not assume that your request
will be heard/recorded by just posting it here.

An SR (service request) number might also be a handy reference to share
with other people for identification purposes or casting "me too" votes.
