Thanks to a number of you for quick suggestions.  I haven't tried
them all, because the second one worked:

   Doug Werth of Beechglen suggested changing the file transfer
   setup to tell Reflection that I was talking to an "HP 3000 over X.25",
   noting that it often worked for him (albeit at the cost of slowing
   down the transfer).

   Went there, tried that...and it's working!

I'll try to test some of the other ideas, just to see what happens!
