Two things of interest to me include:

"At the time Gilley joined Marshall University in 1991,
the university faced a major fiscal crisis which resulted in
extensive streamlining and downsizing of the administration.
Twenty-four major administrative positions were
eliminated in 1991-92, along with 19 academic programs, ...."

and

"Faculty salaries [at Marshall] increased 25% from 1992 to 1996 with
commensurated increases for classified staff."
