Bob,
This could be as simple as a :TELLOP whenever a session logs on to a
specific port.
Add something like this to your system-wide logon UDC:
if HPLDEVIN = 21 or HPLDEVIN = 100
tellop !HPJOBNAME,!HPUSER.!HPACCOUNT has logged on to ldev !HPLDEVIN
tell BOB,MANAGER.SYS !HPJOBNAME,!HPUSER.!HPACCOUNT has logged on to ldev
!HPLDEVIN
endif
This could be much more complex such as using SYSLOG or SENDMAIL for other
types of notification.
HTH.

Subject: Port Monitoring
I am looking for a process or udc that will notify me about when a dialup
port is being accessed. I am not interested in monitoring the activity but
would like to be informed when someone initiates a session on a dialup port.
Thanks for the help.
