Thanks for clarifying my request. Yours is a superset which would indeed be
powerful, and of course it would be useful to be able to "back out" an XL set
if it got the system in trouble.

There are some hidden implications about the privilege level of these XLs
because if a program has its own XL list and some of the XLs in the list are
privileged, and reside in a privileged group, they cannot be followed by any
XL of lower privilege. This means the XLs in the default_XL_list and
default_NL_list need to reside in a privileged group
and be created by a user with PM capability.
