Roger,
We encountered this problem, and although I can't remember why it
started happening, I have found the workaround that we used, which is at
logon we execute the following commands:
ECHO QUIT > PHRS.PUB
FILE PHRS=PHRS.PUB
This seems to satisfy the read and make programs work as they used to.
