Paul,
Has there been no movement from HP on the statement, made at IPROF 99,
that HP will offer a free upgrade to the Year2000-compliant version of
MPE/iX as
it did for its HP 9000 customers with the free upgrade to HP-UX 10.20?

I doubt if HP is going to piss off it's customer base.
Even if HP has no record of a machine, usually due to age or a series of
owners, then the WORST HP can do is charge for 19
months of support before putting your software back on support. How do I
know this? Because with Y2K coming all the old
machines, the ones whose operating systems that haven't been upgraded
since MPE/iX 3.0, are going to HP and purchasing
MPE/iX 5.5 patch 4; I've guided a number of companies through the
process with HP.
