The piece of the puzzle you are missing is that you have to logically
dismount the volume set. At the console issue the following command:

:VSCLOSE test  <<insert your real volume set name here>>

Once closed you need to scratch the volumes and then add them to the system
volume set.

Assuming the ldevs of the disks are 16 and 17 respectively and you want the
member names to correspond with the ldev numbers do the following:

:volutil
>scratchvol 16
>scratchvol 17
>newvol mpexl_system_volume_set:member16 16 100 100
>newvol mpexl_system_volume_set:member17 17 100 100
>exit

BTW, member names are arbitrary. Many people will just number them
sequentially regardless of the ldev number, some like to number them to
coincide. You could name them Larry, Curly, and Moe if you really wanted,
but some may not have a sense of humor for that.
