COUNCIL OF DEANS
February 24, 1999

Approval of Minutes
The minutes of February 9, 1999, were approved.

Status Report on Departmental Guidelines/Performance Review Policy
The Performance Review Policy draft language to be implemented into the
Faculty Handbook was approved by Faculty Council on Thursday, February 18.
There will be two readings before the general faculty, one on Monday, March
1 and the second on April 27.

The Provost has formed a committee to respond to the Board of Trustees
policy to reward outstanding faculty.  Each campus will need to develop a
plan which the systems office will review.

Operating Budget Cost Increases Report
Dr. Berry appointed a subcommittee to identify cost increases that have a
universal effect on operating budgets, i.e., the recent increase in postal
rates.  The committee distributed a list of costs that they had identified.
 Dr. Berry asked the Council of Deans to review and respond to Marilyn
Willis with any other cost increases that should be added to the list.

Campus-Wide Space Needs
Dr. Berry asked that deans not lose sight of the need for large classrooms,
seminar/meeting rooms, etc.  that can be used for overall university
functions when filling out the surveys for the campus master planners.

Format for Tenure and/or Promotion Dossiers
A recommended format for tenure and/or promotion dossiers was reviewed by
the Council of Deans.  Dr. Berry will forward these recommendations to the
Faculty Council for review.

Provost's Announcements
The Academic Affairs Division budget hearing is set for March 22.  Dr.
Aiken's office will be responsible for entering all budget data for the
division.

School/College/Division Reports
Ms. Sheila Delacroix distributed information regarding the library hours
during spring break.  She also distributed copies of a press release
regarding a proposed Tennessee Electronic Library, a core package of
electronic databases that would be available to all Tennesseans who have
access to a school library, public library, academic library, or special
library if passed and funded by the Legislature.

Dr. Marilyn Willis announced that the final bids for the Tennessee
Information Infrastructure will go out on March 1.  Dr. Willis also told
deans that they would be receiving copies of information requested from Bob
Levy regarding the SREC Call for Programs and Courses for the summer term
1999.
