COUNCIL OF DEANS
March 12, 1999

PRESENT:  M. Bell, S. Bellar, B. Berry, B. Desmond, L. Fletcher, J.
Harbaugh, G. Janeksela, T. Summerlin, M. Tanner, M. Willis

Approval of Minutes
The minutes of March 3, 1999, were approved.

Budget
Discussion of the budget situation followed.  Dr. Berry asked deans to
carefully review any expenditures before forwarding to the Provost for
approval.  Some purchases may need to be held until July 1.  The rule of
thumb for approval of travel is: 1) the faculty member is giving a paper,
or 2) a large portion of the funds for the trip has already been committed,
i.e., the airline ticket has already been purchased.  Dr. Berry informed
deans to plan a 20% reduction in  biweekly funds.  He, along with the
Council of Deans, thanked the Chancellor for acknowledging the budget
problems and appreciates his honesty and trust.

Departmental Guidelines
Dr. Berry has sent drafts of departmental bylaws from Biological and
Environmental Studies, the College of Business Administration, and the
College of Engineering and Computer Science to the system office for
review.  He encouraged the deans to continue to work diligently on
obtaining drafts from each program.

Patricia Draper Obear Distinguished Teaching Professorship
Dr. Berry shared with the Council of Deans a memo calling for nominations
and applications for the Patricia Draper Obear Distinguished Teaching
Professorship.  Preference will be given to faculty in the areas of social
services and early childhood education.

Banner 2000
Dr. Joel Harrell has scheduled two executive overview/summary sessions next
Thursday and Friday to be presented by Rich Loftus, SCT Modifications
Manager, regarding the requested modifications to Banner software.  The
sessions will be open to all interested faculty and staff.

Provost's Announcements
Dr. Berry announced that a call for nominations to fill a Guerry
Professorship vacancy will be distributed campus-wide in the near future.

School/College/Division Reports
Dr. Mary Tanner announced that there was a wonderful picture in the
Chattanooga Times/Chattanooga Free Press, Metro Section, showing children
from the Children's Center e-mailing their parents.

Dr. Berry reminded the Council that Dr. Stephanie Bellar, who was
representing Dr. Arfken, has been reassigned half-time to the Graduate
Office.  She will assist Dr. Arfken in the recruitment and retention of
students, as well as in other areas.

Dr. Marilyn Willis announced that she will be attending a meeting at the
University of Louisville to discuss successful partnerships with businesses
in developing on-line programs through a web-based environment.

Dr. Tim Summerlin announced that the last of the Faculty Concert Series
performances will be held tonight.

A motion to adjourn was moved and seconded.
