I kind of expected Wirt to jump in, and explain some of the vagaries of what
is known to happen with power grids...

Back in Oklahoma, when the winds came sweeping down the plains as part of a
major storm front, we enjoyed our share of brief outages due to lightening
strikes. My employer there was a NetWare shop, with a serious UPS for the
server, and simple small UPSs on each PC; most outages were accompanied by
the discovery of a failed small UPS. I have no idea why users didn't just
test them periodically by unplugging from the very accessible power outlet
after logging off for the day.

I would not expect to see this phenomenon too far way from that terrain,
outside of tornado alley. Maybe Kansas, Texas... Here in the North Shore
area of Boston, I have never seen this. Instead, at home we blow fuses from
running too many things on the same circuit in houses built before they had
power grids, and wired up later. I hope not too many companies have this
problem.

But my point, and I do have one, is that I would think the anticipated
behavior of a power outage would vary somewhat one place to another. So
wouldn't this have to be somewhat configurable?
