As Denys said, it requires SOFTWARE to change this.
For example, I have this nifty Compaq Presario with programmable Internet
Keys. To change them, I can go to Compaq's website and it will take me
through the programming of them, but guess what it does, it downloads a
piece of software which does the work!
There's no way, just going to a site will change the contents of a chip,
without downloading an executable, ActiveX or Java (Cr)applet first.
