Thanks, Jon, this got me looking in the right direction. I was hurrying, and
my thinking was in a rut - this is the first time for these tapes that we
had already purged the groups that the files were in. Using CREATE=GROUP by
itself put the groups on the system volume set. And we have FILES=0 for that
entry... Maybe the SR I should open would be to detect this and give a more
meaningful error.

So. I added VOLSET=privatevsname, and tried again:
 'GROUP' PARAMETER OF THE 'CREATE' OPTION REQUIRES (SM) AND/OR (CV)
 CAPABILITY TO CREATE GROUPS ON USER VOLUMES  (S/R 814)
Since this job runs under OPERATOR.SYS... maybe we just need to add CV, I'll
have to consider the implications. Suggestions welcome, as always.
