Both of these techniques make use of highly localized heating to change the
crystalline structure of a very small region on a disc. While the physical
phenomenon employed is different, the basic answer to the question remains:
no. It would take extraordinary conditions beyond all hope of occurring for an
x-ray machine to locally focus enough energy on a disc to modify the
information in either a CD-RW or MO drive or disc.
