Posix Shell rmdir error

Why can't I remove a posix directory with rmdir?
The directory is empty.
I can't recall but it may have been created with
cp(ie cp -r WebBB.test WebBB)

The following example was run logged on as MANAGER.SYS and
as MPEX GOD.
Should I be looking at ACDs?

Shell:/APACHE/PUB/src[159]>pwd
/APACHE/PUB/src

drwxrwx---   2 MANAGER.SYS       APACHE       224 Jan 15 11:52 WebBB

Shell:/APACHE/PUB/src[158]>rmdir WebBB
directory "WebBB": Permission denied
