Unfortunately, this has changed since 5.5 pp4.  This screen is not there for
5.5 pp6.

I called the HPRC and was told that if nmmgr is host based, all you can do
is create a bogus DTC to "eat up" the ldev numbers that you do not want VT
sessions to use.

Im on 5.5 PP4, but it should be the same or very close. Get into NMMGR,
press F1 (Open Config), then F1 again (DTS) and about one-third of the
way down the screen you'll see something like this:

If non-nailed terminal connections:

   Number of non-nailed terminals           [1024]
   Starting Ldev number                     [   0]
   Non-nailed terminal profile name     [TR10D96 ]

You can of couse set the starting ldev number to what best suits you.
