I was thinkin' the same sort of thing, except I might start by using LISTUSER !HPUSER.!HPACCOUNT to a temp file, look for the "LOGON CNT :" line, and check the number that's in the proper byte position.  If I'm not mistaken -- and I'm sure someone will correct me if I am -- this has the disadvantage (or advantage, depending on perspective) of counting the user's jobs, as well as sessions.

temp file, then use VEFREADV to read the showjob file and count the
occurances of HPUSER.HPACCOUNT.  If count > max-allowable, send 'em a nasty
gram.
