COUNCIL OF DEANS
December 15, 1998

PRESENT:        W. Aiken, D. Arfken, M. Bell, B. Berry, B. Crawford, B. Desmond,
L. Fletcher, J. Harbaugh, G. Janeksela, T. Summerlin, M. Tanner

Approval of Minutes
The minutes of December 1, 1998, were approved.

Credentials of Adjunct Faculty
According to SACS criteria, adjunct faculty should have a copy of their
vitae and official transcripts on file in the dean's office.  Dr. Berry and
Dr. Aiken attended the recent SACS meeting and will give a report to the
Council of Deans.  Dr. Aiken announced that Dr. Gerald Lord, UTC's
representative, will be on campus for the SACS kick-off on the afternoon of
January 12.  Dr. Aiken also indicated he will send notices of SACS steering
committee meetings to the Council of Deans for information purposes.
Anyone who is interested is welcome to attend.

Federal Relations Workshop on Effective Lobbying
Dr. Lillian Mashburn will be on campus on Friday, January 29 to conduct a
workshop on effective lobbying.  Provost Berry asked the deans to send him
a list of names of who would represent the various colleges at the workshop.

"I" Accounts
Dr. George Ross, Vice Chancellor for Administration and Finance, met with
the Council of Deans to discuss the use of I/E accounts (or
revenue-producing units).  In the past, certain E accounts were not
budgeted, and funds from "I" accounts were used to cover the deficits in
these accounts.  In the future, each unit will set a target for revenues
produced for the year, and this amount will be loaded into the budget.  Dr.
Ross stressed that grants and contracts and deferred income accounts will
still be handled in the same manner as before.

Dr. Ross announced that during the budget process this year, each division
will be entering its own salary schedules.  A training session will be held
in 50 Founders Hall during the second week in January.

Provost's Announcements
Dr. Berry asked for comments/suggestions regarding Faculty Honors Day.  It
was the consensus of the group that mid-November to mid-December should be
the standardized time to have the program. Concern was raised about the
lack of attendance.  Several ideas were suggested to shorten the length of
the program.

No reports were given.
