Just comment out this line in INETDCNF.NET.SYS:

bootps       dgram  udp wait   MANAGER.SYS /SYS/NET/BOOTPD bootpd

if you don't need the bootp service.  That should eliminate the message
which is being displayed every time some device on your subnet sends out
a bootp request.  This is causing inetd to launch a bootpd process on the
3000 every time it happens, which then quits because there is no bootptab
file on the system.

Alternately, you could attempt to stop those device(s) on your network
that are sending out bootp request broadcasts from doing so.
