I had been an advocate of using the dummy DTC. However, with IOCONFIG or
SYSGEN with DOIONOW, you can add devices classes without re-booting. The
DTC has a problem with dynamic configuration if the DTC is not there. It is
also more difficult to track down the location where the dummy LDEVS and
device classes are when configured using NMMGR. If configured in SYSGEN you
can find what you want with either the LISTDEV (LD) or LISTCLASS (LC)
command. The only downside of using SYSGEN is that you are limited to eight
classes per LDEV whereas with a DTC you can add many more.

IO>AD 1500;CLASS=HPTCPJD;PATH=NONE;CLASS=class1,class2,class3, etc
IO>HOLD
IO>EXIT
SYSGEN>K
SYSGEN>EXIT
:DOIONOW

Unless you really need a new device class for this product, you
don't need to do anything in :SYSGEN at all. Just run :NMMGR and add a bogus
DTC of whatever type you like, assign the non-existent cards in the DTC to
have the LDEV numbers you want to use, and tell the software to print to
those LDEVs. We use NP92 and have nothing in :SYSGEN at all regarding the
phantom printers.
