This is covered in my paper (www.allegro.com/posix/pnpposix.txt).  The
permissions on a lot of the HP-provided files are incorrect on MPE/iX 5.x
(they are fixed on 6.0).  There's a note in my paper on how to fix this, but
you'll have to get someone with SM capability to do it for you.
