The tapecopy program on the jazz server does just this.
Works great even with only one tape drive.
Copy tape to disk and disk to tape or tape to tape

I cannot vouch for copying different types, but we have been wanting to
copy
our NM STORE tapes for a few months now, which I would not have thought
was
so challenging, since the TurboSTORE manual says to do so for DR. We
thought
the NM version of STORCOPY would do this, but it turns out not to work
under
MPE/iX 55 to 60. HPRC is recommending their SLTCOPY for DDS to DDS
copying;
I am waiting for more information. I was also told that a CFE is being
addressed, for TurboSTORE to allow one to copy tapes.

Kevin Miller worked on a utility to do this recently; check the archives
for
the recent post on his version of TAPECOPY. And I recall reading about
www.allegro.com having a TAPETAPE utility for copying tapes. I have no
experience with these, so cannot comment on them.
