Thanks to one and all who responded to my desperate cry for help.

Within 30 minutes I was contacted by someone who is proficient in just the
sort of interface my client is looking for. I have put him in touch with my
client and things should be moving along.

My client is aware of the Y2K  situation, but is so anxious to implement
this addition to her system that she is willing to pay for something that
she will only use for a year, or less. In the meantime, we are researching
Windows based service management programs that will meet her needs, allowing
her to inteface with our primary product - Global Positioning / Automatic
Vehicle Location. Monochrome dumb terminals don't do too well with maps.
