Okay to Use for

1) Use for Company ("Client's" Purpose is okay )
2) Use for Skill Enhancement & Self Development is Okay
3) Use for Sending mails to overseas Parents is Okay
4) Use for All Communications to Employer ( "The Consulting Firm" ) is
okay

Not Okay
1) Purposeful harrassment of employee
2) Threats / Spam
3) For sending Junk "Humor" and Political Articles as a massmail to many
doing a BCC in or outside a
    Company.
4) Sending Company's information / software source outside as attachment
without Permission
    from Manager

It should be seen checked what % of the Outgoing Mail is within the
Company and what % is outside.
There cannot be a lot of Outside mail if the Employee does not meet the
targets. To share Technical Knowledge with Discussion Lists is a
question which should differ from company to company
