I was deleting a DTC using NMMGR and moving some of the device profiles
to other DTC's.  After completing the changes I did a Validate DTS.

When SYSGEN tried to save the config file, I received an error message
that the file MISCP.BOOTUP.SYS could not be updated due to a security
error.  I checked all the files in BOOTUP and they had the same security
and all were being accessed by PROGEN.PUB.SYS.

I was then asked if I wanted the new config to be activated NOW or HOLD
for a startup.  I replied NOW and HOLD (tried this several times).  The
config changed and when I exited NMMGR I received the message that the
program terminated in an error state.

Did a shutdown and start and now NMMGR works fine with saving the file.

Has anyone had this happen?  What caused it?  Should I be aware of or
need to take further action?  Everything seems to be working fine.
