Yes, but you need to create the UDC file and explicitly associate it
to a user (or an account, or the entire system) via the SETCATALOG
command.

It can be but doesn't have to. UDCs can be cataloged at the USER,
ACCOUNT and/or SYSTEM level.

You can choose any name. You supply this name to the SETCATALOG command.
MANAGER.SYS and OPERATOR.SYS are treated as any other user from the
perspective of SETCATALOG.
One nice way to make UDCs more usable it to have your OPTION LOGON
UDC simply invoke a command file. This command file (script) can
be secured and is much easier to modify later.
