My guess about the 6 six seonds per login attempt assumjes the
Operations/Management Dept of the HP3000 either approves, doesn't care, or
doesn't know (not watching the console or it's log) what the person who is
attempting to break in is doing.  It also assumes there is no automation
to shut down the incoming port/method after too many failed logins.
