Got any .htaccess files you've overlooked?:
find /WWW -name .htaccess | xargs ls -l
Have you fixed the permissions on *all* server configuration files?
> shell/iX> ls -l /WWW
Switch to doing "ls -la" so files with a leading "." in the name will be shown,
i.e. .htaccess.
