Thanks to all who responded to my problem with a printer that refused to
respond. The problem
was that another device on the network had been given the same IP address
as the printer. The printer,
realising that it had an IP conflict, was trying to get an IP address from
the bootp server on the HP3000.
We run inetd, but don't have bootp configured....

Or at least that's what we think happened...
