No, yes. Specifically, it allows NT to send plain-text passwords to a server
that requests them. See

However, the answers to your questions when the OS is Win98 are "Yes, yes";
i.e. if you turn on plain text passwords in Win98, *all* passwords sent from
the box are unencrypted. Seems dumb, but
