I agree with John.  We have users at a remote site with a DTC16iX which uses
the AFCP protocol (non-routable version) as well as another remote site
where users just use Minisoft 92 using NS/VT connectivity.  Both work fine.
The AFCP protocol on the older DTCs cannot be routed, therefore, Bridging
must be enabled.  For us, we like the NS/VT option much better.  It uses
TCP/IP, so routing isn't a problem.  And the price of Minisoft 92 is very
reasonable and functions very well for us.  It also allows us to attach the
HP 3000 to a printer with a JetDirect device at the remote site using the
MPE/iX network printing functionality.

No, the DTC48 will not work in a routed environment. The DTC72iX can,
but it's a pain to set up. If the Cisco 2500 can do bridging then you
can use the DTC48 that way, otherwise you're out of luck. But after
re-reading the message I notice that you said 15 "PC's". You could use a
terminal emulator with NSVT or TELNET. That will work in your routed
environment.
